MOLeg Passes Annual Supply Contraception Provision, Delivering Win for Birth Control Access
JEFFERSON CITY, MO – The Missouri legislature has passed HB 2596, bipartisan legislation that includes a provision allowing Missourians with private insurance to obtain an annual supply of contraception at one time, a policy designed to reduce barriers and help people stay consistent with their birth control.
Missouri Medicaid (MO HealthNet) already covers an annual supply of contraception, and this legislation expands that same standard to private insurance plans.
Advocates say the policy is a practical step already law in 23 states and Washington, D.C. that will help Missourians more easily plan their lives, protect their health, and avoid unnecessary gaps in care.
“Access to birth control is about freedom – the freedom to decide if, when, and how to start or grow a family and the ability to plan for the future,” said Michelle Trupiano, Executive Director of Beacon Reproductive Health Network. “By allowing patients to receive a full year of contraception at once, Missouri is removing unnecessary barriers and helping people stay on the method that works best for them.”
Research shows dispensing a full year of contraception at once can significantly reduce gaps in use and improve health outcomes by making it easier for people to stay on their chosen method.
The policy also reflects strong public support for contraceptive access in Missouri. Recent polling conducted as part of The Right Time initiative found that more than 85% of Missourians support access to birth control, underscoring the broad, bipartisan consensus around ensuring people can get the care they need.
Beacon thanks the lawmakers, partners, and advocates who helped move the policy forward.
“We’re grateful to our partners, the sponsors of the bill – Sen. Patty Lewis (D-07) and Rep. Tara Peters (R-122) – and to the many healthcare providers, advocates, and Missourians who raised their voices in support of expanding contraceptive access,” Trupiano said. “Policies like this help ensure that everyone in Missouri has the freedom and ability to control their health, lives, and futures.”
Beacon also recognized the ongoing work of healthcare providers across Missouri who help patients access contraception every day.
“Missourians deserve healthcare that works for their lives,” Trupiano added. “Expanding access to birth control is a practical, common-sense step that supports healthier families and stronger communities.”
